Proposition A is a $600 million bond that funds Phases II and III of Collin College's Destination 2030 master plan — expanding career and technical education, building new campuses, and upgrading workforce training facilities across the district, all without raising the tax rate.

No. Collin College has structured Proposition A to maintain its current tax rate of $0.08122 per $100 of valuation, which has remained unchanged since 2018. The State of Texas requires local bond measures to include the ballot phrase “THIS IS A TAX INCREASE,” regardless of the measure’s actual impact on the tax rate. That phrase is required language and does not reflect Collin College’s tax-rate plan.

Proposition A authorizes $600 million in bonds.

Proposition A funds new campuses in Anna and Royse City; a new Aviation Academy in McKinney; and expanded workforce, career and technical education, and academic programs at campuses in McKinney, Wylie, Celina, Farmersville, Allen, Plano, and Frisco—creating more opportunities for students to gain hands-on skills and prepare for high-demand careers.
 

The college’s long-range plan, known as Destination 2030, was carefully crafted through community and stakeholder input, labor-market data, demographic studies and growth projections, and enrollment trends. An independent, citizen-led Committee of 100 then spent months reviewing the plan, along with districtwide facility conditions, regional labor-market data, growth projections, and long-term financial considerations. The Collin College Board of Trustees called the November 2026 bond election in response to the committee’s input and the college’s long-term planning needs.

Proposition A expands training in more than 20 high-demand career and technical fields — from skilled trades and advanced manufacturing to aviation and healthcare — putting graduates on a path to high-wage, high-demand careers while keeping North Texas employers competitive.
